A DRAFT Basic Assessment Report on a proposed subdivision of the property Kleinplaas on Paarl Mountain has been released for comment. The property known as Kleinplaas is located at the top of Bosman Street (erf 3504).
The subdivision of the property was previously submitted to Drakenstein Municipal Council, but was not approved, due to a lack of information on the potential visual impact.
A new process has now been initiated to resubmit the development proposal, which now also requires a Basic Assessment in terms of the National Environmental Management Act.
The seven new erven proposed are on a steep slope below the existing house, and there are concerns that the construction of housing on the site may have a significant visual impact. The property abuts the Paarl Mountain nature reserve, but has been farmed for a number of years.
Different layouts of the proposed erven are being considered, some of which require the construction of a new access route.
The input of a specialist has now been obtained to assess the visual impact, to assist the authorities to make an informed decision.
Among the proposals are the planting of trees to screen the new houses from view, staggering the positioning of the houses, restricting the height of the building and adhering to architectural guidelines to deal with bulk, coverage, height, materials and style.
