THREE years ago the Drakenstein Municipality paid R14 million in retrenchment packages to get rid of senior officials from the previous dispensation, but has still not managed to appoint anyone in their place.

This was admitted by Mayor Charmaine Manuel in response to a question submitted in Council by the DA.

Senior managers who accepted retrenchment packages in 2005 included Jacques Carstens (municipal manager) and Hennie Barnard (financial manager).

After an unsuccessful disciplinary hearing of Carstens costing R100 000 he was acquitted and then offered a package.

Meanwhile, the head of Electrical Services, Jan Coetzee who accepted his severance package three years ago on retirement, has been re-employed on an acting basis and is currently earning R700 000 (more than the municipal manager).

Council was forced to retain him, as legislation requires that a properly qualified electrical engineer should head this department. The extra cost to council is R895 264 for three years.
