Investigation but no result

THE disappearance of curtains valued at R20 675 more than a year ago at the Drakenstein Municipality, cost the taxpayer R74 000 for a forensic investigation which has still not been finalised. In response to queries from the DA, Mayor Charmaine Manuel said in a recent council meeting that a report was submitted to the deputy mayor, Wilhelm Nothnagel last year, and had still to be submitted and discussed at a council meeting. According to Anthony Sauls, spo- kesperson for the Drakenstein municipality, the report is in the hands of the police for investigation. “We cannot give any comments regarding the report at this stage. It’s in the hands of the police for further investigation,” Sauls said. Two years ago, the curtains were ordered for the office of the then deputy mayor, Jackie Noland. According to Noland she never received or saw the curtains, though the Municipality was billed for them. Allegedly, the curtains were left in front of Noland’s locked office and then disappeared. In September during the floor crossing window, Noland moved from the ID to the NPP, and lost her seat in the Council. In a recent case in the Cape High Court where Noland applied for a High Court order that she return to Council as ID representative, she testified that a forensic investigation by KPMG had not implicated her. Despite questions raised in Council by the DA concerning the expense of the investigation which was completed in the middle of last year, no report has yet been tabled.
