Businessmen pay R1m fine

FOLLOWING a forensic investigation into corruption concerning the servicing of municipal vehicles, two Paarl businessmen have entered into a plea bargain with the state. The court ordered Shaun de Roubaix and Dwayne Laubscher, directors of the firm Mag Auto Electrical, to pay a penalty of R250 000 each to the state, and pay compensation of R250 000 each to the municipality. They were both also sentenced to seven years’ imprisonment, suspended for five years, on condition that they do not contravene the Corruption Act, or commit fraud or theft. It was found that they had irregularly profited by an amount of R174 494 after paying bribes to two employees at the municipal workshop to obtain contracts to service vehicles. The National Prosecuting Authority is still investigating a number of irregular and fraudulent activities at the municipal workshop with a view to filing criminal charges against the municipal employees involved.
De Roubaix and Laubscher have agreed to act as state witnesses in the prosecution. The two municipal employees who headed the workshop have already been dismissed following suspension and disciplinary hearings.
