THE Drakenstein Municipality awarded a tender to Queensgate Property Group Joint Venture for the purchase and development of an erf in the vicinity of the Paarl Rugby Club on the bank of the Berg River at the Market Street bridge, at the Council meeting last Thursday.

The development, with a sales price of R20 million for 13,3hectare land, is to provide accommodation to host an international team during the 2010 Fifa World Cup.

The estimated value of the developments are R722 million.

The motivation behind the development is to establish a base camp for the 2010 Soccer World Cup.

Provision will be made for a sports stadium (initially prepared for soccer), a hotel, offices, conference facilities, wellness centre, a gymnasium and a boardwalk.

Provision could be made to accommodate the existing sports club facilities.

It is also the intention to negotiate with Spoornet regarding a new railway station abutting the site.

The development will be Fifa compliant and a possible base camp compliance will be considered.

According to the municipality’s lawyers, Van der Spuy and Partners, the whole process of redevelopment of the site before the World Cup of 2010 is virtually impossible.

“Although this is not strictly a legal matter, I am of the opinion that it will not be possible to conform to all the legal procedures, as well as get all the stakeholders involved to co-operate, and then to do the building work, before such time,” Van der Spuy and Partners said in February in a report to the Drakenstein Municipality.

Two companies, Queensgate Property Group Joint Venture and Mega Park, tendered for the development.

The DA submitted questions on the agenda for the Council meeting on Thursday and demanded to know who the directors and shareholders of the companies were, if the companies have interest in any other companies and a complete plan regarding the total development.

At the meeting the Drakenstein Mayor, Charmaine Manuel, said that the questions should have been sent to the Municipal Man­ager beforehand or that councillors should make an appointment with the Municipal Manager to clarify issues.
