Big plans for Newton

THE public has been invited to participate in the environmental impact assessment of the proposed development of a a property in Aurora Street, Newton (farm 361). A total of 49 single residential erven (no security) and three security villages (a total of 159 units) are to be constructed on 7,5 hectares. Erf sizes will vary from 280 to 390 square metres in size with a density of 21 units per hectare. The site lies within the urban edge and is earmarked for residential development according to the spatial development framework. The assessment will indicate whether parts of the property should be kept for conservation purposes, and whether there should be any development at all, instead keeping the land for a nature reserve. The site consists of fynbos including some red data species. It is proposed to move these species to the Eenzaamheid reserve in Agter Paarl, should the project go ahead, urban development is expected to degrade the area. The applicant, Tresso Trading 1040, has agreed to pay a once-off capital amount of R1,3 million into an account that is to be set up and administered by CapeNature, once development rights have been obtained and before the commencement of the search & rescue operation. This money must be used for the sole purpose of the management of the Eenzaamheid NR. The exact nature and mechanisms of this fund has to be clarified with the Financial Manager of CapeNature. The Draft Basic Assessment Report is now available at the Paarl Library for perusal. The report (excluding some addendums) can also be e-mailed on request.
