800 new homes planned in Paarl

A LARGE new residential development of 800 units is planned east of Lustigan Road on part of the farm Salmonsvlei West, between the N1 and the Boland Cricket Grounds in Paarl East (Erf 14995). It is one of five new developments in the pipeline on land north of the N1 which was recently included in the urban edge of Paarl, which could ensure between 3000 and 4000 new housing opportunities for low and medium income families within the next two years. The Klipland development on 19,6 hectares will include flats, group housing, town houses and single residential units in the Cape vernacular style with a density varying from 15 to 94 units per hectare. A basic assessment process to obtain approval from the Department of Environmental Affairs and Development Planning has been launched, and a copy of the draft basic assessment is available for public review at the Paarl Library in Mill Street. The development will allow for a variety of residential options, filling the dire need for smaller low-medium and medium income homes, with quality finishes and landscaping. The land is located within the Urban Edge and development of the area is not opposed by the Department of Agriculture. Rezoning for residential purposes will be undertaken as soon as approval of the environmental impact study is received. However, construction is not likely to start before 2010. It is expected that the development, together with a separate application for collective farm workers’ housing (about 80 houses) will add to the available accommodation and improve the socio-economic well-being of the Paarl region. It is proposed to build a traffic circle at the intersection of Lustigan and Carolina Road to cope with increased traffic. According to the engineering consultants, bulk services will be adequate to cope with the increased housing density in the area. A public meeting to discuss the development plans will be held in the hall of the Drakenstein NG Kerk in Denneburg on Thursday 16 October at 18:30. If the proposed townhouse development on the farm Blois (91 units), Lustigan Mews (64 flats) and the Neffensaan block of flats (270 units) in Lustigan Road go ahead, along with the low cost housing planned by the Municipality east of the Boland Cricket Grounds, between 3000 and 4000 housing opportunities should arise by 2010. Also in the pipeline is the development of the unused section of the old showgrounds for middle income housing.
