Renewable energy project proposed by municipality

IN view of the national electricity crisis, various interest groups are currently considering proposals regarding commercial utilisation of renewable energies. The different available technologies include inter alia wind power, energy from biomass, solar heating, solar power and waste to energy. Some years ago Paarl Municipality entered into negotiations with a potential service provider regarding a proposed waste to energy project utilising vacuum pyrolysis technology to convert waste and sewerage sludge to certain energy sources, like gas, oil and charcoal. This project however did not materialise due to the company not being able to access sufficient funding. Drakenstein has recently been approached by various groups expressing interest in different waste to energy concepts. Linked to this is also a separate drive and approach whereby local authorities, utilising clean development mechanism projects which limit carbon emissions, can sell carbon credits to developed country companies who have emission limitations. The linking of a waste to energy project with a carbon credit project may be financially the most viable option for Council, says a spokesperson. The implementation of a renewable energy project is of a very specialised nature and can be of a large benefit to the Drakenstein community if packaged properly. The matter served before Council and it was approved that a specialist consultant be approached to assist with the drawing up of a comprehensive specification to call for proposals for the development of a renewable energy project for Drakenstein Municipality. The project has three main objectives: the generation of renewable energy from municipal waste, the reduction of municipal solid waste to landfill and the development of a cleaner development mechanism project in order to sell the carbon emission reduction achieved by the generation of electricity. A request for proposals for the development of a waste to energy project at Drakenstein Municipality, (Tender Contract CES 22/2008) was advertised on 4 December and closes on 22 January. A specialist consultant will assist with the technical and financial evaluation and recommendation of proposals and, depending on the nature of the project, assist with the implementation phase. The evaluation and bid award processes will take place during January and February next year.
