THE Executive Mayoral Committee of the Drakenstein Municipality has, at a meeting on 3 August, adopted an action plan for the process to review the current Integrated Development Plan (IDP) and Budget.

The main aim will be to review the IDP and Budget in general, and specifically to build on and strengthen the proper operationalisation of the IDP.

To achieve this, a strong linkage will be developed between the IDP and Ward Development Plans to ensure that the development agenda of the IDP is implemented in accordance with the needs of the community.

The ward plans will also serve as a proper monitoring tool to ensure quality service delivery.

Ward committees will initially review the ward plans in terms of community priorities, needs and projects. Through this approach the ward committees will be given the necessary recognition and start to build on their role as the mouthpiece of the community.

During the second round of community participation process with the launch of the Draft IDP/Budget, the meetings will, however, again be aimed at reaching the broader community.

The facilitation of the public participation process will also be internalised. Whereas the local RDP has facilitated such process during previous years, the Community Development Workers will be trained and deployed to engage with the ward committees and facilitate the development of ward development plans.

This internalisation of the community participation process is expected to add credibility to the process and add skills value to the community development workers.

The ward meetings will also be complimented with specific sectoral discussion forums made up from representatives from applicable organisations and interest groups.

The discussion forums will be clustered into an Economic Development Forum; Social Development and Welfare; Human, Natural & Cultural Living Environment and associated Municipal Infrastructure and Services; and Vulnerable Groups (women, the elderly, people with disabilities and the youth).

The Ward Committee meetings and Forum discussions will take place during the week of 22 to 26 Augustus.
