Public process halted

A PETITION with 300 signatures that was submitted to the Stellenbosch Municipality a few months ago regarding a request for public participation in the plans for the proposed redevelopment of the Huguenot Hotel site in Franschhoek, has been overruled. The issue was raised at a meeting to express concern about the development plans by the owner of the site, Robert Maingard. After the meeting, Marx Mupariwa, director of planning environment at Stellenbosch Municipality, indicated that he would allow a public participation pro- cess to take place. The petition was handed in under the banner of the Franschhoek Ratepayers Association, which took the process further after the meeting. Mupariwa then said that he had instructed his staff to undertake full public participation on the building plans for the proposed development. However, Ian Kenned, Stellenbosch municipal manager, recently indicated that the decision had been overruled by the Stellenbosch municipal council. Kenned stated that an appeal on this matter was successful and thus no public participation.
