THE Drakenstein Municipality has finally, after an eight year delay, finalised proposals to lease municipal land and public places in the Paarl CBD to a private developer in a public/private partnership with a view to the redevelopment and upgrading of the area.

The proposal to lease public space for be­tween five and thirty was advertised for public comment last week.

The scheme is based on the premise that Paarl’s CBD is underutilised but viable, and needs to be repackaged as a modern shopping mall.

The proposed development comprises the upgrading of the existing physical environment of the rezoned area as well as the redesign of public and other spaces to improve linkages, security and the grouping of businesses within the CBD.

The development includes a commercial shopping centre of 4400 square metres at the corner of Van der Lingen and Verster Street, with underground parking.

This site (erf 20343) with a major anchor tenant, is to be leased for 30 years, with an option of renewal for a further period of 20 years.

Public spaces affected include Wamakers Square (Pick n Pay centre), Jan Phillips Square and Patriot Square, which will be leased until 31 July 2017 with the option of renewal for a further ten years for the redevelopment of public parking. The lease fee will be raised from gross monthly parking fees.

There will also be use rights in respect of portions of Lady Grey Street (from Main to Verster Streets), New Street (from Derksen Street to Van der Lingen Square), and Fabriek Street (from Lady Grey Street to Wamakers Square) until 31 July 2017 with the option to renew for a further period of 10 years, for the redevelopment of the streets and parking.

Says Johan Pauw of Anytime Developments, “If the first phase of the redevelopment is a success, it could be extended all the way down to the Berg River.”

Particulars regarding the proposed public-private partnership, as well as the feasibility study, are open for inspection during office hours at the Corporate Services Department (Property Administration Section) on the First Floor of the Paarl Civic Centre, Paarl (tel 021-807-4879) .
