IF the Drakenstein Municipal Council tomorrow approves the recommendations on the Paarl CBD development that were made last week by the Mayoral Committee, the eight year delay for developing this area, will finally be over.

Last week André Marais, head of the Corporate Services, recommended that the council enter into a public-private partnership with Anytime Investments. This will result in the leasing of the southern section of Patriot Square and other public space for a period of 30 years for commercial development and public parking with the option to renew for a further period of 20 years. The scheme is based on the premise that Paarl’s CBD is underutilised but viable, and needs to be repackaged as a modern shopping mall.

The development includes a commercial shopping centre of 4400 square metres at the corner of Van der Lingen and Verster Street, with underground parking.

Public spaces affected include Wamakers Square (Pick n Pay Centre), Jan Phillips Square and the northern section of Patriot Square, which will be leased until 31 July 2017 with the option of renewal for a further ten years for the redevelopment of public parking. The lease fee will be raised from monthly parking fees.

There will also be use rights in respect of portions of Lady Grey Street (from Main to Verster Streets), Upper New Street (from Derksen Street to Van der Lingen Square), and Fabriek Street (from Lady Grey Street to Wamakers Square) until 31 July 2017 with the option to renew for a further period of 10 years for redevelopment and parking.
