A PAARL man and his family are being prevented from moving into their brand new house, because it may have been built in the wrong place, and is now surrounded by shacks.

The shack dwellers are allegedly standing in the way of the Lapita family who want to move from their shack in Fairyland to the newly built house allocated to them on erf 28003 in Siyahlala.

Although accounts for water have already been received by the Lapita family, no green light has yet been given by die Housing Department of Drakenstein Municipality for the Lapita’s to move in.

Drakenstein Municipality said that the house was erected on the wrong site by the Mellon Housing Initiative and they are now struggling to remove the informal structures on the Lapita’s doorstep.

Noeki Gous, the Director of Volunteerism and Public Affairs of Mellon Housing, said that no one can confirm this and that they are now waiting for Drakenstein Municipality to remove the informal structures so that a qualified land surveyor can do the surveys.

“We are 500% willing to solve this problem,” she said.

May Carolissen, spokesperson for Drakenstein Municipality said, “The Lapita’s house is under construction, but not completed.

“The builder commenced with the construction without complying with the normal procedure of establishing the erf boundary.

“The erf pegs have to be placed by a registered and professionally qualified surveyor.

“The informal structures that are currently in the way of construction make it very difficult to ascertain whether the house has been constructed in the right position as no erf pegs are visible.”

“Numerous negotiations have taken place with the residents of the informal structures to get them to move their structures out of the way.

“They have refused to give their co-operation in this regard.

“They are delaying the completion of the remaining houses in phase 7 which includes Kabelo Lapita’s house.

No timeline was given on when the informal structures will be removed.
