I AM shocked by the desperation of the council to collect debt (which I agree is huge) from the people. It is even resorting to dirty tactics of not selling households electricity unless they come forward and make arrangements to service their debts with large amounts of R200 and more. This happens to the unemployed and pensioners and is daylight robbery, It is wrong and not in the spirit of the Constitution. Tshaka Ndarana
