PAID parking will be launched in the Paarl CBD before the end of April, when official parking attendants will take up their duties.

The new system, which makes use of hand-held payment devices, is being implemented by the public/private partnership which is involved in the revamp of the area between Van der Lingen Square, Patriot Square and Jan Phillips Square.

Local car guards who have been approved by the police, will be issued with the hand-held devices. They will earn a basic salary plus commission and will be under the command of a local operator.

Parking is R5 per hour in the parking areas but the first hour is free. Parking is also free on Saturdays after 12:00 and on Sundays. On-street parking will cost R3 per half hour or part thereof.

Car registration numbers will be noted, should clients refuse to pay, and they will receive fines from the Drakenstein traffic department.

Plans are also in the pipeline to have booms similar to those on Van der Lingen Square installed on the southern section of Patriot Square and at Wamakers Square (between Pick n Pay and Game).

The upgrading of the Paarl CBD was the central theme of the agreements entered into between Drakenstein Municipality and Anytime Investments during 2010.

The upgrading of the streets will entail paving and landscaping and in the case of the section of Lady Grey Street between Main Street and Verster Street, will include traffic calming in order to reduce vehicle speed.

The goal, particularly in this stretch of Lady Grey Street, is to allow vehicles to move freely through the CBD, but at the same time to create a safe and relaxing environment for pedestrians moving between the retail facilities which will contribute towards a positive shopping experience in the CBD.

This element, sadly, faded over many years and the Municipality is particularly excited to have it restored and at the same time to introduce new levels of safety and shopping in the Paarl CBD.

Phase 3 may see the development of retail facilities on the current parking area south of Patriot Square.
