Is this just municipal window dressing?

LOOKING for a job is a tedious, pain-staking affair. However, usually you get all the more important job advertisements in the Paarl Post.
But recently a friend alerted me to two positions that were apparently only advertised in the Cape Argus.
Both jobs are in the office of the Drakenstein Speaker and were advertised on Saturday 15 April.
The positions, for senior researcher and assistant researcher, are contract appointments for five years.
It is stated clearly that the Municipality promotes affirmative action and a long list of requirements are mentioned.
I haven’t got a problem with any of the above, but then I read the closing date for applications is Friday 21 April at 12:00 - only six days after the advertisement.
To add insult to injury, an incorrect e-mail address was given (sidima. kabanyane.gov.za).
I can’t help but wonder if they have already decided who will get the jobs and whether the advertisement was just a little window dressing?
