Tree was purposely destroyed

I REFER to the report on the oak tree which was destroyed in Main Road last week.
On that Saturday evening, at about 18:40, my husband and I drove down the main road on our way home. We noticed that there were two people sawing down a tree, in almost complete darkness, outside the entrance to Seeff Properties.
In disbelief we continued driving and then turned around and approached the two men.
When we stopped there, Jaco van der Westhuizen of Seeff was watching the tree being sawn off.
On asking who gave them permission to saw down the tree, he replied that a Mr Carolissen had given permission as it was “obstructive”.
This is the opposite of what he told Paarl Post: that the worker had misunderstood him and that he had driven past and tried to stop the person from sawing down the tree.
Is a mere R500 fine enough of a punishment for killing a piece of our beautiful environment?
Why do some people think that they are above the law and that they have the right to deface public property?
We are grateful to have dedicated employees working at the Municipality to enforce our laws, but it seems that greater measures need to be taken to prevent this sort of behaviour in future.
