Construction of flats delayed

APPROVAL for a block of flats which is to be constructed in Malherbe Street, Paarl, has still not been given by the Drakenstein Municipality after more than a year.
The block of flats, Leilani Heights, is to be constructed on the site of the former AGS Church, which has been demolished after the congregation moved to the former Protea Cinema.
Preliminary approval was granted earlier this year, but an appeal was lodged by a neighbouring landowner and is currently being considered by the Minister.
Despite the lack of approval, “exploratory drilling” started last week on the site.
The developer, Maynard van der Westhuizen, plans a five-storey building consisting of 30 two-bedroom flats with one bathroom each. The flats have been sold for between R450 000 and R520 000 (excluding garages).
All the flats will face north onto Malherbe Street and the ground floor flats will have private gardens. Access to the premises will be controlled by security gates.
The planning of the face-brick building is handled by Procon in Ceres.
