FOURTEEN years ago life change dramatically for Abdul Kader Rawoot (38) of New Orleans, when a police bullet struck him in the head.

This week he was awarded R1.9 million by Judge André Blignaut in the Cape High Court, to be paid by the Minister of Safety and Security as a result of police members’ negligent conduct.

A woman pedestrian told patrolling police in the early hours of May 31, 1992, that she had been followed by two men in a bakkie.

The police tried unsuccessfully to bring the bakkie to a halt. Pistol and R5 shots were fired at the bakkie in which Rawoot was a passenger.

He was admitted to hospital unconscious, with his skull shattered and metal fragments in his chest. He retained a speech impediment, problems with concentration and suffers seizures.

He will remain financially and socially dependent on his family, the Rawoots who manage the ice cream parlour Gatti’s in Paarl, for the rest of his life.
