THE block of flats in Malherbe Street, Paarl, which for lack of approval remained nothing but an architect’s drawing for two years, is now getting off the ground.
Leilani Heights is being constructed on the site of the former AGS Church, which was demolished in 2004 when the congregation moved to the former Protea Cinema.
Preliminary approval for the construction of the block of flats had been granted by the Paarl Municipality early in 2006, but an appeal lodged by a resident in an adjoining street resulted in a delay.
Objections included “the property not being big enough to build such a large structure and the roads being too narrow for the 60-plus people and another 50-plus cars”.
According to the developer, Mynhard van der Westhuizen, the delay cost him R500 000. Permission was granted two weeks ago.
Building commenced immediately on the five-storey face-brick building, consisting of 30 two-bedroomed flats with one bathroom each.
The flats were sold out for between R680 000 and R740 000 (excluding garages) early in 2005, within three days of the intended construction having become known, and six months before the rezoning was even advertised.
Construction should be completed by December.
