Housing project resurrected in Dal Josaphat

THE long delayed development of the section of land north of Groenheuwel in Dal Josaphat, may soon take place. Plans to develop a large site on the northern boundary of Groenheuwel are in the pipeline.
Last week, a consortium of Asla Devco, Element Consulting Engineers and NuPlan Africa made a presentation to the Drakenstein Mayoral Committee on a proposed housing development on the land in the Dal Josaphat area.
The site of 39 hectares is located at the junction of Jan van Riebeeck Drive and Bartholomew Street and will consist of “Gap” housing for households who do not qualify for government subsidised housing and have an income between R3 500 and R10 000.
According to Schalk Loots, who did the presentation on behalf of the consortium, the proposed development will include flats, duplex units and single residential units, as well as a shopping centre.
The land was originally to have been developed by the Provincial Department of Housing, owner of the land, with the assistance of the consortium, but this did not materialise.
Council subsequently requested that the land be made available to the Municipality for housing purposes on a tender basis.
The consortium were informed that they still had a legitimate claim to the site, and have now made a submission for development of the site, pending provincial approval.
The provincial government has acknowledged that taking the matter to court would further delay the development of the land for the residents of Paarl, who are in dire need of housing.
It was decided that the consortium together with the Municipality should come up with a development plan for this land and that it would not be put out to tender.
The project will go ahead once the land availability agreement has been signed between the Western Cape Department of Local Government and Housing, Drakenstein Municipality and the consortium. - May Saal
